- Check mirrors, warning lights, audible alarms, stop controls, high-visibility requirements, and sight-line controls are serviceable at blind or high-conflict locations.
- Escalate uncontrolled pedestrian-vehicle mixing, failed barriers, unsafe driver walking routes, blind crossings, or conditions presenting immediate struck-by risk.
Section 5Dockboards, bridge plates, dock levelers, lips, run-off protection, capacity, securement, and safe operating condition
- Inspect dockboards, bridge plates, dock levelers, portable plates, edge lips, hinges, cylinders, controls, guards, and visible structural components for damage or leakage.
- Verify the dockboard or leveler is suitable for the maximum intended load, including the powered industrial truck, attachment, operator, and cargo.
- Confirm portable dockboards are secured against moving out of a safe position or otherwise controlled in accordance with the applicable approved method.
- Check run-off protection, side edges, alignment, overlap, contact with the vehicle or trailer, and operating angle are suitable for the transfer equipment used.
- Verify dockboard or leveler controls, stored position, maintenance restraint or support, warning labels, and operating area are serviceable and protected from unauthorized use.
- Escalate cracked or deformed dockboards, failed levelers, inadequate overlap, uncontrolled movement, missing required run-off protection, or capacity concerns that make transfer unsafe.
Section 7Trailer, container, yard equipment, forklifts, tractors, pallet trucks, and other material-handling interfaces
- Inspect sampled trailers and containers for floor damage, door defects, damaged landing gear, structural impact, roof or wall damage, missing lights, or other visible conditions affecting yard or dock use.
- Check yard tractors, tugs, forklifts, pallet trucks, mobile ramps, dock equipment, and other powered or mobile equipment show no obvious defects that adversely affect safe operation.
- Verify powered-industrial-truck operators are trained and authorized for the equipment and operating areas they use.
- Confirm powered industrial trucks receive the required pre-use examination and unsafe trucks are removed from service under the applicable programme.
- Observe forklift and yard-tractor travel near dock edges, ramps, trailers, crossings, blind corners, and staging lanes for safe speed, visibility, reversing, horn use, and route discipline.
- Escalate unsafe powered equipment, untrained operation, defective trailers, uncontrolled reversing, excessive speed, edge exposure, or equipment defects presenting immediate collision or fall risk.
Section 9Security, fire access, emergency routes, gatehouse, rail or special interfaces, waste, housekeeping, and environmental condition
- Confirm fire lanes, emergency vehicle routes, hydrants, fire-department connections, external extinguishers or cabinets, exits, and emergency assembly routes remain unobstructed.
- Inspect gates, fencing, trailer-security areas, gatehouse controls, access barriers, security lighting, CCTV-supported zones, and driver check-in areas for visible condition.
- Where rail spurs or railcar loading are present, inspect track crossings, derail or bumper controls, walking surfaces, clearance, warning signs, and separation under the site's rail-safety programme.
- Check waste areas, compactors, skips, pallets, recycling, damaged goods, spill areas, and housekeeping zones are controlled and do not obstruct traffic or attract pests.
- Inspect for fuel, oil, hydraulic, coolant, chemical, or other leaks and confirm spill kits, drain protection, waste containers, and escalation resources are available where required.
- Escalate blocked emergency routes, uncontrolled spills, security breaches, rail-interface hazards, fire-access obstruction, or yard housekeeping conditions that create serious safety or operational risk.
Section 2Yard roads, vehicle routes, pavement, potholes, gradients, drainage, speed control, and traffic flow
- Inspect yard roads, trailer lanes, turning areas, staging lanes, service roads, and vehicle approaches for potholes, settlement, broken pavement, loose gravel, debris, or severe unevenness.
- Check gradients, ramps, slopes, curbs, speed humps, wheel stops, drainage channels, and transitions do not create uncontrolled vehicle movement or grounding risk.
- Verify speed limits, one-way routes, stop points, give-way controls, lane markings, arrows, signs, and route restrictions are visible and support the current traffic plan.
- Check parked trailers, vehicles, pallets, waste containers, maintenance activity, or temporary work do not obstruct turning radii, sight lines, emergency access, or defined traffic lanes.
- Inspect drainage, gullies, catch basins, channels, grading, and low points for standing water, flooding, ice risk, mud, or other conditions affecting yard traction and access.
- Escalate severe potholes, failed drainage, unsafe gradients, blocked routes, missing critical traffic controls, or surface conditions that materially affect vehicle stability or control.
Section 4Dock aprons, dock edges, doors, bumpers, seals, shelters, gates, barriers, and physical bay condition
- Inspect dock aprons, bay approaches, dock edges, loading platforms, thresholds, door tracks, and surrounding surfaces for cracks, impact damage, debris, oil, water, or other defects.
- Check dock doors, shutters, hinges, tracks, rollers, locks, controls, door panels, and protective guards for damage, poor alignment, or unsafe operation.
- Inspect dock bumpers, shelters, seals, guide markings, wheel guides, wall protection, dock-face hardware, and trailer-contact points for visible damage or displacement.
- Verify unused or open dock positions have appropriate gates, chains, barriers, guardrails, doors, or other edge controls under the site's programme.
- Check fire equipment, exit routes, electrical panels, emergency controls, and maintenance access around dock areas remain visible and unobstructed.
- Escalate severe dock-edge damage, failed doors, missing edge protection, damaged bumpers, uncontrolled spills, or other physical defects that make a bay unsafe to use.
Section 6Trailer staging, vehicle positioning, restraints, wheel controls, landing gear, supports, coupling status, and departure prevention
- Inspect trailer staging rows, docked trailers, dropped trailers, yard tractors, parked vehicles, and assigned bay positions for orderly placement and safe access.
- Confirm docked trailers or vehicles use the approved restraint system, brakes, chocks, dock lock, wheel restraint, or other positive protection where required by the site's controlling procedure.
- For uncoupled semitrailers, inspect landing gear, support condition, trailer attitude, ground support, and any required fixed jacks or stabilizing controls before loading or unloading.
- Check fifth-wheel or coupling status, trailer doors, locks, air and electrical connections, support legs, and visible trailer condition where the yard process includes coupling or uncoupling.
- Verify red-green lights, dock-lock indicators, key control, driver communication, paperwork hold, dispatch authorization, or equivalent systems prevent premature trailer departure.
- Escalate uncontrolled trailer movement, failed restraints, damaged landing gear, unstable dropped trailers, incorrect coupling, or departure-control failures presenting immediate risk.
Section 8Lighting, signs, mirrors, markings, weather, ice, snow, rain, wind, visibility, and nighttime conditions
- Inspect yard, dock, gatehouse, parking, trailer staging, pedestrian routes, crossings, ramps, and building approaches for adequate operational lighting.
- Check signs, bay numbers, route markings, reflective markings, height or clearance warnings, mirrors, stop controls, pedestrian signs, and dock indicators remain visible.
- Inspect for standing water, snow, ice, frost, mud, loose gravel, oil, leaves, or other weather-related conditions that reduce vehicle or pedestrian traction.
- Check snow removal, salting or gritting, drainage response, rainwater control, wind restrictions, storm preparation, or other seasonal controls are active where needed.
- Verify night-shift or low-visibility operations have functional vehicle lights, high-visibility pedestrian controls, reflective markings, illuminated signs, and adequate sight lines.
- Escalate failed lighting, uncontrolled ice or flooding, obscured traffic controls, severe weather exposure, or poor visibility that makes dock or yard operation unsafe.
Section 10Defect classification, immediate controls, corrective actions, reinspection, recurring trends, and final sign-off
- Classify findings by yard surface, traffic route, pedestrian control, dock structure, dockboard or leveler, trailer restraint, trailer condition, equipment, lighting, weather, security, fire access, or other approved category.

OSHA 29 CFR 1910.176 requires sufficient safe clearances where mechanical handling equipment is used, including at loading docks, through doorways, and wherever turns or passage must be made. Aisles and passageways must be kept clear and in good repair.
What does OSHA require for dockboards?
OSHA 29 CFR 1910.26 requires dockboards to support the maximum intended load. It also addresses run-off protection for applicable dockboards, securing portable dockboards against unsafe movement, measures to prevent transport-vehicle movement while employees are on the dockboard, and safe handling of portable dockboards.
What should be checked before a forklift enters a trailer?
Under OSHA 1910.178, the flooring of trucks, trailers, and railroad cars must be checked for breaks and weakness before powered industrial trucks are driven onto them. The trailer or vehicle must also be controlled against unintended movement under the applicable procedure.
Should every docked commercial motor vehicle always be wheel-chocked?
Not necessarily under every regulatory scheme. OSHA's powered-industrial-truck rule contains chocking language, but federal OSHA has issued interpretations noting FMCSA braking rules can preempt OSHA enforcement of those provisions for covered commercial motor vehicles. The site should apply the controlling transport rule and an effective approved vehicle-restraint method.
