Section 3Pedestrian routes, crossings, and segregation
- Inspect walkways, crossing points, refuge areas, stairs, access gates, driver routes, and pedestrian entrances for clear and continuous protection.
- Verify physical barriers, guardrails, bollards, fencing, curbs, or controlled access separate pedestrians from high-risk vehicle routes where required.
- Check crossings are positioned for adequate sight distance and are clearly marked and illuminated where necessary.
- Inspect pedestrian gates, access points, turnstiles, barriers, and crossing controls for damage or unintended bypass routes.
- Observe whether pedestrians use designated routes or take unsafe shortcuts through vehicle, trailer, loading, or reversing zones.
- Escalate uncontrolled mixing of pedestrians and vehicles, blind crossings, failed barriers, or immediate struck-by exposure.
Section 5Reversing and maneuvering controls
- Identify areas where reversing is unavoidable and confirm the route or layout minimizes reversing wherever practical.
- Check mirrors, cameras, sensors, alarms, reversing lights, beacons, and other vehicle visibility aids are used and maintained where required.
- Verify banksmen or spotters are used under the approved procedure for high-risk reversing or restricted-visibility maneuvers where applicable.
- Check pedestrian access is controlled during reversing at loading bays, trailer lanes, parking areas, service zones, and confined spaces.
- Inspect reversing zones for adequate space, surface condition, lighting, sight lines, markings, barriers, and exclusion controls.
- Stop or restrict reversing when visibility, pedestrian separation, equipment condition, or communication is inadequate.
Section 7Parking, staging, driver waiting, and access control
- Inspect employee, visitor, contractor, truck, van, and trailer parking areas for clear layout and separation from active traffic routes.
- Verify trailer staging, drop zones, waiting lanes, queue areas, and gatehouse approaches do not obstruct vehicle or pedestrian flow.
- Check drivers and visitors have a designated safe waiting area away from reversing vehicles, forklifts, and active loading zones.
- Verify unauthorized parking is controlled near crossings, fire routes, loading bays, corners, gates, or restricted areas.
- Check site access rules control unapproved vehicles, visitor entry, contractor access, and after-hours movement where applicable.
- Escalate unsafe parking, uncontrolled queues, blocked sight lines, driver exposure, or access practices that undermine the traffic plan.
Section 9Contractors, deliveries, emergencies, and temporary changes
- Confirm contractors, delivery drivers, temporary workers, and visitors receive relevant traffic rules before entering operational areas.
- Check temporary construction, maintenance, events, blocked routes, vehicle breakdowns, or altered yard layouts use clear diversion and segregation controls.
- Verify emergency routes, fire lanes, ambulance access, evacuation paths, gates, hydrants, and assembly-area access remain unobstructed.
- Check traffic-management controls are updated for severe weather, poor visibility, snow, ice, flooding, high winds, or unusual congestion where required.
- Inspect temporary cones, barriers, signs, lights, marshaling points, and route instructions for clear positioning and condition.
- Escalate temporary work or emergency changes that create unclear routes, uncontrolled pedestrian exposure, or blocked emergency access.
Section 2Traffic routes, one-way flow, and road layout
- Inspect vehicle routes, delivery lanes, yard roads, loading approaches, service roads, parking access, and forklift travel paths for clear and logical flow.
- Verify one-way systems, lane directions, stop points, give-way controls, turning areas, and route restrictions match the approved traffic plan.
- Check road widths, turning radii, gradients, clearance, and vehicle-size limits are suitable for the traffic using each route.
- Inspect route markings, arrows, lane lines, edge lines, stop lines, and other pavement markings for visibility and condition.
- Check parked vehicles, trailers, stored materials, waste, temporary work, or equipment do not obstruct defined travel routes.
- Restrict or reroute traffic where layout, obstruction, poor markings, or incompatible vehicle movement creates an uncontrolled risk.
Section 4Speed management and driver behavior
- Verify speed limits are defined for roads, yards, loading zones, warehouse aisles, shared areas, and high-risk crossings as appropriate.
- Check speed-limit signs, markings, speed humps, chicanes, gates, warning systems, or other controls remain visible and serviceable.
- Observe vehicle behavior for speeding, harsh braking, unsafe overtaking, cutting corners, distracted driving, or failure to stop where required.
- Check site induction or driver rules explain speed, right-of-way, pedestrian priority, reversing, parking, and restricted areas.
- Review telematics, speed observations, incident reports, CCTV evidence, or other available indicators for recurring unsafe driving patterns where used.
- Escalate repeated speeding, deliberate rule breaches, or unsafe driver behavior that creates significant collision risk.
Section 6Signs, mirrors, barriers, and visibility
- Inspect traffic signs, warning signs, stop signs, clearance signs, pedestrian signs, speed signs, bay numbers, and route markers for condition and visibility.
- Check convex mirrors, CCTV-supported views, warning lights, illuminated signs, reflective markings, and visual aids at blind or high-conflict areas.
- Inspect guardrails, bollards, barriers, gates, fencing, wheel guides, and impact protection for damage or displacement.
- Verify vegetation, parked trailers, containers, stock, buildings, temporary structures, or signage do not block critical sight lines.
- Check day and night visibility at entrances, crossings, junctions, docks, bends, parking areas, and high-risk interaction points.
- Escalate missing, misleading, damaged, or obscured traffic controls that increase vehicle or pedestrian collision risk.
Section 8Forklift and mobile-equipment traffic
- Inspect forklift and mobile-equipment routes for adequate width, clearance, surface condition, visibility, and pedestrian separation.
- Check intersections between forklifts and road vehicles or pedestrians have clear right-of-way, stop, warning, or separation controls.
- Verify forklifts and powered equipment use approved speed, horn, lighting, seat-belt, route, and load-visibility practices under the site's programme.
- Check battery charging, refueling, maintenance, and parking areas do not interfere with normal traffic routes or pedestrian access.
- Inspect doors, blind corners, racking ends, cross aisles, dock approaches, and shared zones for collision protection or visibility controls.
- Escalate uncontrolled forklift interactions, blocked views, unsafe speed, defective warning devices, or mobile-equipment route conflicts.
