  • Escalate ineffective braking, major air or hydraulic leaks, brake warning faults, damaged brake lines, failed parking brake, or other defects that may make the vehicle unsafe to operate.

  • Check headlights, high and low beam where equipped, daytime running lamps where used, front position lamps, and other forward lighting for correct operation.
  • Check tail lights, brake lights, turn signals, hazard-warning lamps, reverse lamps, side markers, clearance lamps, and trailer lighting where applicable.
  • Inspect reflectors, conspicuity markings, reflective tape, license or registration illumination, and required vehicle markings for visibility and damage.
  • Check lamp lenses, housings, mounts, wiring, connectors, plugs, trailer-light connections, and protective covers for cracks, water entry, looseness, or exposed wiring.
  • Verify turn indicators and hazard warnings operate on the vehicle and trailer combination after coupling when applicable.
  • Escalate failed critical lighting, brake-light failure, missing trailer lighting, damaged electrical connectors, or poor conspicuity that makes safe road operation unsuitable.
Section 7Body, chassis, frame, doors, bumpers, guards, steps, coupling devices, fifth wheel, hitch, and trailer connection
  • Inspect vehicle frame, chassis, body panels, bumpers, guards, underride protection where fitted, steps, mudguards, doors, hinges, locks, and exterior mounts for damage or looseness.
  • Check cab, cargo doors, tailgates, liftgates, side doors, shutters, latches, locks, hinges, restraints, and door seals for secure operation.
  • Inspect fifth wheel, kingpin connection, drawbar, pintle hook, tow hitch, coupling jaws, locking handle, safety pin, and other coupling devices applicable to the vehicle.
  • Check trailer brake hoses, electrical lines, air lines, safety chains or cables where applicable, support legs, landing gear, and line routing for correct connection and clearance.
  • Verify coupled equipment has no obvious gap, incomplete lock, interference, damaged connection, or route that could pull, chafe, crush, or disconnect during movement.
  • Escalate cracked frames, insecure body components, failed cargo doors, defective coupling devices, incomplete trailer lock, damaged air or electrical lines, or other defects that could cause separation or loss of load.
Section 9Emergency equipment, fire extinguisher, warning devices, first-response items, safety kit, and vehicle security
  • Confirm required emergency equipment is present for the vehicle type and route, including items required by the fleet programme or applicable regulations.
  • Inspect fire extinguisher where required for correct mounting, access, physical condition, charge indication where provided, and visible service status.
  • Check warning triangles, flares or fusees where permitted and required, reflective warning devices, cones, or other breakdown-warning equipment for completeness and condition.
  • Verify first-aid kit, spill kit, wheel chocks, high-visibility vest, flashlight, gloves, escape tool, seasonal equipment, or other fleet safety items are present where required by the operator.
  • Check spare wheel or tire where provided, jack, wheel tools, recovery points, towing equipment, and roadside-support items for secure storage and serviceable condition.
  • Escalate missing required emergency equipment, discharged or damaged extinguisher, unavailable warning devices, unsecured heavy tools, or other deficiencies that leave the driver without required emergency protection.

  • Inspect driver seat, seat adjustment, seat belt or restraint, door latch, cab steps, grab handles, floor area, and driver access for secure and serviceable condition.
  • Check horn, mirrors, rear-view or camera systems, windshield, side windows, sun visor, and visibility zones for damage, obstruction, or poor adjustment.
  • Inspect windshield wipers, washer system, blades, arms, controls, and defogging or demisting function where equipped and applicable.
  • Check dashboard warning lights, gauges, tell-tales, speedometer, fuel level, temperature, oil-pressure indicators, air-pressure indicators, and other critical driver displays for obvious fault.
  • Verify steering-wheel condition, steering free play clues, column condition, turn-signal control, hazard-warning control, parking-brake control, and primary driver switches are serviceable.
  • Escalate damaged restraints, impaired visibility, failed horn, nonfunctional wipers in conditions requiring them, critical warning indicators, or other cab defects that affect safe control.
Section 4Tires, wheels, rims, hubs, wheel fasteners, suspension, steering linkage, axle condition, and mudguards
  • Inspect all tires for inflation condition, cuts, bulges, exposed cords, punctures, sidewall damage, embedded objects, severe uneven wear, and other visible defects.
  • Check tread condition and depth against the fleet's approved limits and applicable requirements for the vehicle type and axle position.
  • Inspect wheels and rims for cracks, bends, corrosion, elongated holes, missing pieces, impact damage, or other structural concerns.
  • Check wheel nuts, studs, indicators, hub areas, seals, and visible fasteners for missing hardware, looseness clues, oil leakage, heat discoloration, or movement.
  • Inspect visible springs, air bags, shackles, U-bolts, suspension arms, steering linkage, tie rods, drag links, and axle components for damage, looseness, or leakage.
  • Escalate tire cord exposure, severe tire damage, cracked rims, loose or missing wheel fasteners, major suspension damage, steering-linkage defects, or other conditions that may cause loss of control.
Section 6Engine compartment, fluids, battery, belts, hoses, cooling, exhaust, leaks, and visible mechanical condition
  • Inspect engine oil, coolant, brake or clutch fluid where applicable, power-steering fluid, windshield-washer fluid, and other operator-checkable levels under the fleet procedure.
  • Check under the vehicle and within the engine compartment for fuel, oil, coolant, hydraulic, brake, transmission, differential, or other active leakage.
  • Inspect belts, hoses, clamps, reservoirs, radiators, coolant connections, visible wiring, battery mounts, battery terminals, and protective covers for damage or looseness.
  • Check battery condition, terminals, hold-downs, cables, corrosion, charging warning, and accessible battery enclosure or isolation controls where applicable.
  • Inspect visible exhaust components, heat shields, mounts, after-treatment housings, and exhaust routing for damage, leakage clues, loose parts, or excessive soot.
  • Escalate fuel leaks, major fluid loss, damaged critical hoses or belts, insecure battery, severe overheating clues, exhaust leakage into occupied areas, or other defects that threaten safe operation.
Section 8Trailer, cargo body, load area, liftgate, floor, roof, doors, load securement, and cargo condition
  • Inspect trailer or cargo-body floor, walls, roof, bulkhead, internal rails, curtains, doors, seals, roof bows, and load-area structure for damage that could affect cargo or safe operation.
  • Check liftgate, tail lift, ramps, loading bridges, rollers, winches, curtainside hardware, door restraints, and related cargo-handling equipment for visible condition where fitted.
  • Verify cargo is distributed and secured under the operator's approved loading and securement procedure and applicable legal requirements for the vehicle and commodity.
  • Inspect straps, chains, binders, bars, nets, locks, anchor points, dunnage, blocking, bracing, and other securement equipment for damage, correct placement, and suitable condition.
  • Check no cargo, pallet, container, material, tool, loose item, or internal equipment can shift into the driver area, damage the vehicle, open a door, or fall from the vehicle.
  • Escalate damaged trailer floors, failed doors, defective liftgates, unstable cargo, failed anchor points, broken securement devices, or any load condition that is not safe for movement.
Section 10Defect reporting, serviceability decision, repair authorization, post-repair verification, recurring trends, and final sign-off
  • Classify each defect by cab or controls, brakes, tires or wheels, steering or suspension, lights, engine or fluids, body or chassis, coupling, trailer, cargo securement, emergency equipment, documentation, or other approved category.
  • Prioritize defects by likelihood of failure, potential loss of control, brake or steering effect, tire or wheel risk, lighting or visibility impact, cargo risk, fire risk, roadworthiness, and urgency.
  • For FMCSA-regulated commercial motor vehicles, confirm the driver is satisfied the vehicle is in safe operating condition before operation and reviews relevant prior defect reports as applicable.
  • Report defects or deficiencies that would affect safe operation or risk breakdown; place the vehicle, trailer, or combination out of service or under restriction when the fleet's criteria require it.
  • Verify reported defects are repaired or otherwise dispositioned under the controlling fleet and regulatory process, and confirm significant repairs through reinspection before release.
  • Record final vehicle status, critical open defects, operating restrictions, maintenance work order, repair verification, next inspection or service date, inspector, driver where applicable, fleet owner, and management or maintenance approval.

What does FMCSA expect a driver to check before operating a regulated commercial motor vehicle?

FMCSA guidance for 49 CFR 392.7 identifies service brakes including trailer brake connections, parking brake, steering mechanism, lighting and reflectors, tires, horn, windshield wipers, rear-vision mirrors, coupling devices, wheels and rims, and required emergency equipment among the items the driver should be satisfied are in good working order before operation.

Do all property-carrying commercial motor vehicle drivers have to submit a no-defect DVIR?

No. FMCSA rescinded the federal requirement for most property-carrying CMV drivers in interstate commerce to submit and carriers to retain a DVIR when no defect or deficiency is found or reported. Passenger-carrying CMVs are treated differently. Defects that affect safe operation still need to be reported and handled under the applicable rules.

What should be checked for cargo securement?

The vehicle and trailer should be suitable for the load, cargo should be properly distributed and sufficiently secured, and straps, chains, binders, anchor points, dunnage, blocking, bracing, doors, and load-area condition should support safe transport. FMCSA cargo-securement rules apply to covered cargo-carrying CMVs in interstate commerce.

When should a vehicle be held from service?

Hold or restrict a vehicle when a defect creates an unacceptable safety or roadworthiness risk under the fleet's approved criteria or controlling legal requirements. Examples include serious brake, steering, tire, wheel, coupling, lighting, structural, cargo-securement, or other defects that could affect safe operation.
