Section 3Worker roster, identity, eligibility, competence, and trade authorization
- Verify the contractor has submitted an accurate worker roster with name, employer, role or trade, supervisor, work area, and expected mobilization date.
- Confirm worker identity, employment or contractor relationship, site access eligibility, and any required work authorization or project credential are verified before access is granted.
- Check trade qualifications, operator cards, licenses, certifications, competent-person appointments, and specialist training for roles that require them.
- Verify workers assigned to high-risk tasks have the understanding, knowledge, skills, and task-specific training required before they perform those duties.
- Confirm supervisors have appropriate experience, authority, communication ability, workforce coverage, and understanding of the contractor's site responsibilities.
- Flag workers whose required qualification, license, training, medical clearance, or authorization is missing, expired, restricted, or inconsistent with the assigned task.
Section 5PPE, tools, plant, equipment, vehicles, and pre-use readiness
- Verify each worker has the required PPE for the assigned task and that construction PPE properly fits the individual worker.
- Confirm specialist PPE such as respiratory, fall-protection, electrical, chemical, welding, or hearing protection meets program, inspection, fit, rating, and training requirements before use.
- Verify contractor tools, plant, vehicles, lifting equipment, access equipment, electrical equipment, and temporary equipment are approved for site use where required.
- Check inspection records, maintenance status, safety devices, guards, alarms, certifications, test status, serial numbers, and operator authorization before equipment is released to the work area.
- Confirm defective, unapproved, modified, damaged, expired, or noncompliant equipment and PPE are identified and prevented from entering service.
- Record asset or equipment onboarding status, responsible custodian, inspection frequency, required permits, restrictions, and evidence needed for continued site use.
Section 7Emergency response, first aid, incident reporting, and stop-work expectations
- Confirm contractor workers know the site alarm signals, emergency contacts, evacuation routes, assembly points, and emergency reporting method.
- Verify the onboarding process covers procedures for accounting for employees after evacuation and identifies who will coordinate contractor personnel during emergencies.
- Confirm required first-aid, rescue, medical, fire-response, spill-response, or other emergency roles are identified, trained, and available for the contractor's work.
- Verify workers know how to report injuries, illnesses, near misses, unsafe conditions, environmental incidents, property damage, and other required events promptly.
- Confirm contractor supervisors understand preservation of evidence, immediate notification, investigation participation, corrective-action responsibilities, and escalation requirements.
- Verify all contractor workers understand their authority and obligation to stop work when conditions are unsafe or approved controls are no longer effective.
Section 9Access activation, mobilization readiness, supervision, and first-day verification
- Verify site access badges, gate permissions, vehicle access, parking, delivery routes, restricted-zone permissions, and required digital system accounts are activated only after prerequisites are complete.
- Confirm contractor supervisors receive current project contacts, workfront assignments, coordination meetings, reporting cadence, document channels, and escalation routes.
- Verify mobilized workers arrive with the approved PPE, tools, equipment, permits, documentation, and supervision needed for the first planned task.
- Conduct a first-day or first-shift workfront verification to confirm actual people, equipment, hazards, controls, access, and scope match the approved onboarding package.
- Confirm any onboarding conditions or temporary restrictions are visible to access control, supervisors, HSE, permit issuers, and affected project teams.
- Suspend or limit contractor access when onboarding prerequisites, site conditions, worker competence, equipment readiness, or supervision no longer match the approved basis.
Section 2Company documents, licenses, insurance, approvals, and expiry control
- Verify the contractor's company registration, licenses, permits, trade certifications, statutory approvals, and other mandatory business documents are current for the contracted scope.
- Confirm required insurance policies, coverage limits, certificates, endorsements, and validity dates meet contract and project requirements.
- Verify required safety, environmental, quality, equipment, labor, or other management-system documents have been submitted and reviewed where applicable.
- Check document names, legal entities, project references, scope, revision status, signatures, and validity periods are consistent across the onboarding package.
- Confirm expiring licenses, insurance, certificates, permits, and other time-limited documents are tracked with owners and advance-renewal alerts.
- Prevent full onboarding approval where a legally or contractually required document is missing, expired, unverifiable, or inconsistent with the work scope.
Section 4Site induction, hazard communication, rules, and worker understanding
- Confirm every contractor worker completes the required site-specific induction before beginning work or entering controlled work areas.
- Verify induction covers site hazards, restricted areas, traffic routes, access rules, PPE, housekeeping, work-at-height controls, electrical risks, permits, emergency arrangements, reporting, and stop-work expectations relevant to the site.
- Confirm workers are instructed in the recognition and avoidance of unsafe conditions and the regulations or procedures applicable to their work environment.
- Verify training and induction are delivered in a language and vocabulary workers can understand where required by the applicable safety standard.
- Confirm important differences between the contractor's own procedures and the site's rules have been resolved so workers receive consistent instructions.
- Use a quiz, acknowledgement, supervisor confirmation, observation, or another approved method to verify workers understood the critical onboarding information.
Section 6Risk assessments, method statements, permits, and high-risk work controls
- Verify current risk assessments, job hazard analyses, job safety analyses, or equivalent hazard-control documents cover the contractor's actual planned work.
- Confirm method statements or safe-work procedures describe the actual sequence, equipment, access, people, interfaces, hazards, controls, and emergency measures for relevant activities.
- Identify work requiring permits or specialist authorization such as hot work, confined space entry, excavation, isolation, work at height, lifting, line breaking, or other site-defined high-risk work.
- Verify permit-to-work responsibilities, permit issuers, performing authorities, competent persons, isolation roles, and approval paths are understood before mobilization.
- Confirm task-specific training, rescue plans, fire-watch arrangements, standby roles, atmospheric testing, fall rescue, or other specialist controls are prepared where applicable.
- Do not authorize high-risk work where the approved risk assessment, method, permit path, competency, equipment, or emergency controls are incomplete.
Section 8Subcontractors, temporary workers, communication, and simultaneous operations
- Identify all subcontractors, lower-tier contractors, temporary workers, staffing agencies, and specialist vendors the contractor expects to use.
- Verify each lower-tier organization is subject to the same applicable onboarding, qualification, induction, competency, PPE, equipment, permit, and documentation requirements.
- Confirm the general contractor and contractors have a mechanism to exchange information about hazards and control measures before and during work.
- Verify responsibility for correcting hazards created by one employer that could affect another employer's workers is clearly coordinated.
- Review simultaneous operations, shared access, common work areas, cranes, vehicles, utilities, isolations, temporary works, and schedule interfaces for conflicts before work starts.
- Confirm managers with decision-making authority are available to resolve day-to-day coordination issues, changing conditions, and cross-contractor conflicts promptly.
Section 10Final approval, corrective actions, records, performance handoff, and sign-off
- Summarize the onboarding result, including missing documents, competency gaps, induction failures, PPE or equipment issues, high-risk work restrictions, subcontractor gaps, and outstanding actions.
- Create immediate work or access restrictions for any critical onboarding gap that could expose workers or the project to uncontrolled risk.
- Assign each finding an owner, priority, due date, required evidence, approval authority, escalation path, and verification method before closure.
- Verify corrective actions through document review, worker interview, repeat induction, credential verification, equipment inspection, fit confirmation, permit review, or workfront observation as appropriate.
- Handoff the approved contractor profile, workforce status, restrictions, key risks, required meetings, performance expectations, and open actions to the operational project team.
