What a pre-use equipment check should help you verify

Confirm equipment is suitable for the task, free from apparent defects that could cause failure, equipped with functional safety systems, and safe to release into the actual work environment.

Section 1Pre-use setup, equipment identity, operator, and task readiness
  • Confirm the project, work area, inspection date and shift, equipment type, make, model, asset or serial number, hour meter where applicable, operator, inspector, and supervisor.
  • Verify the equipment is the correct type, size, capacity, rating, and configuration for the intended construction task and work environment.
  • Confirm the operator or user is trained, authorized, familiar with the equipment, and permitted to use the specific machine, tool, or attachment.
  • Review the operator manual, manufacturer warnings, site equipment rules, previous pre-use findings, open defects, and any current restrictions before inspection.
  • Check the planned work area for access, ground condition, overhead hazards, nearby workers, traffic, excavations, edges, power lines, weather, and other conditions that may affect safe use.
  • Record the equipment's starting condition and prevent use if it is already tagged out, under repair, overdue for a safety-critical inspection, or otherwise restricted.
Section 3Tyres, wheels, tracks, casters, supports, and stability
  • Inspect tyres for cuts, exposed cords, abnormal wear, embedded objects, damage, leakage, and correct inflation where applicable.
  • Check wheels, rims, wheel nuts, hubs, studs, axles, bearings, and visible suspension components for damage, looseness, missing hardware, overheating, or leakage.
  • For tracked equipment, inspect track shoes, links, rollers, idlers, sprockets, guards, tension, and undercarriage condition for damage, wear, or abnormal looseness.
  • For portable or wheeled equipment, inspect casters, wheels, brakes, stands, outriggers, stabilizers, feet, locking devices, and support frames for secure condition.
  • Verify counterweights, ballast, stabilizers, supports, and equipment setup match the approved operating configuration and expected load.
  • Do not use equipment when tyre, wheel, track, caster, support, outrigger, or stability defects could affect safe travel, positioning, lifting, or operation.
Section 5Electrical condition, batteries, cords, plugs, grounding, and energy supply
  • Inspect batteries, battery mounting, terminals, cables, covers, isolation switches, chargers, and visible wiring for damage, corrosion, overheating, or loose connections.
  • For cord-and-plug equipment, check cords, plugs, strain relief, insulation, connectors, extension leads, and cable routing for cuts, exposed conductors, crushed areas, burns, or makeshift repairs.
  • Verify grounding, double insulation, GFCI or equivalent protection, voltage rating, and electrical supply arrangements meet the equipment and site requirements.
  • Inspect switches, triggers, dead-man controls, emergency stops, control pendants, sockets, panels, and protective enclosures for damage and correct operation.
  • Check battery-powered equipment for damaged battery packs, swelling, leakage, overheating, cracked housings, contaminated terminals, or unsafe charging condition.
  • Do not use equipment with exposed conductors, damaged electrical insulation, failed grounding protection, defective emergency controls, damaged batteries, or other electrical hazards.
Section 7Horn, alarms, lighting, visibility aids, fire protection, and safety devices
  • Verify the horn or other audible warning device is operable where the equipment is required to have one.
  • Check reverse alarms, travel alarms, motion alarms, warning buzzers, beacons, or approved signal-person arrangements where rear or surrounding visibility is restricted.
  • Inspect headlights, work lights, brake lights, tail lights, indicators, reflectors, and other required lighting for condition and visibility.
  • Verify mirrors, cameras, radar, proximity detection, object-detection sensors, and other installed visibility aids are clean, aligned, powered, and functioning.
  • Check fire extinguishers, suppression systems, emergency lowering, emergency egress, warning labels, safety switches, and other installed protective devices as applicable.
  • Restrict use when required alarms, lights, visibility aids, fire protection, or safety devices are missing or defective and the hazard cannot be otherwise controlled.
Section 9Controlled functional test, work-zone readiness, and safe operating behavior
  • Perform a controlled pre-use functional test in a safe area to verify startup, shutdown, travel, controls, braking, steering, attachments, alarms, and other normal operating functions.
  • Observe for abnormal noise, vibration, smoke, overheating, warning codes, hesitation, drift, creep, poor control response, or unexpected movement during the functional test.
  • Confirm the work route, operating surface, slope, access road, ground bearing condition, edge distance, overhead clearance, and turning space are suitable for the equipment.
  • Verify pedestrians are separated from equipment movement, swing, lifting, discharge, pinch, crush, and line-of-fire zones using suitable barriers, spotters, or exclusion controls.
  • Check equipment operating near energized overhead power lines follows applicable clearance, de-energization, grounding, signaling, or barrier controls.
  • Stop the equipment immediately when the functional test or work environment reveals an uncontrolled collision, struck-by, rollover, electrical, stability, or mechanical hazard.
Section 2General condition, structure, guards, access, labels, and visible damage
  • Walk around the equipment and inspect frames, structures, housings, welds, handles, mounting points, steps, ladders, handholds, covers, and visible components for damage or looseness.
  • Verify guards, shields, covers, screens, interlocks, and protective devices are installed, secure, undamaged, and appropriate for moving, hot, sharp, or pinch-point hazards.
  • Check access and operator surfaces for oil, mud, debris, loose items, damaged anti-slip surfaces, blocked footholds, or other slip and trip hazards.
  • Verify warning labels, control markings, capacity plates, identification plates, safety decals, and operating instructions are legible where required for safe use.
  • Inspect cab glass, mirrors, windows, doors, visibility panels, or protective screens for damage or distortion that could interfere with safe operation.
  • Remove the equipment from service when structural damage, missing guards, unsafe access, illegible critical markings, or visible defects could cause failure or injury.
Section 4Fluids, fuel, hydraulics, pneumatics, hoses, and leak condition
  • Check required engine oil, hydraulic fluid, coolant, fuel, transmission, brake fluid, lubricant, and other operating-fluid levels using the manufacturer method.
  • Inspect the equipment and ground beneath it for fresh fuel, oil, coolant, hydraulic, brake-fluid, or other leaks before starting.
  • Check hydraulic hoses, pipes, fittings, cylinders, couplings, seals, valves, pumps, and protective routing for chafing, cracks, bulges, damage, seepage, or active leaks.
  • Inspect pneumatic hoses, air lines, couplings, pressure components, reservoirs, gauges, and fittings for damage, leakage, insecure connections, or deterioration.
  • Verify fuel caps, hydraulic caps, dipsticks, drains, breathers, filler points, and fluid-system covers are secure and free from contamination.
  • Take equipment out of service for fuel leaks, high-pressure hydraulic defects, damaged pressure components, severe fluid loss, overheating, or other release hazards.
Section 6Brakes, steering, operating controls, interlocks, and stopping systems
  • Test service brakes, parking brakes, emergency stopping systems, and holding systems where fitted to confirm reliable stopping and secure parking.
  • Check steering, travel levers, pedals, joysticks, handles, direction controls, speed controls, transmission selection, and other operator controls for predictable response.
  • Verify control levers, pedals, triggers, valves, and switches return, latch, lock, or release correctly and do not stick or move unexpectedly.
  • Test neutral-start, seat, guard, access, hydraulic, travel, or other installed interlocks and safety cut-outs where the equipment design includes them.
  • Check gauges, displays, warning lights, fault indicators, hour meters, pressure or temperature indicators, and status screens for normal operation.
  • Remove equipment from service when brakes, steering, stopping systems, interlocks, controls, or safety-critical indicators are defective or unreliable.
Section 8Attachments, tools, couplers, accessories, lifting points, and capacity
  • Inspect attachments, buckets, forks, blades, hooks, platforms, bits, discs, blades, guards, accessories, and work tools for damage, excessive wear, cracks, or missing components.
  • Verify pins, retainers, quick couplers, locking devices, tool holders, chuck systems, clamps, guards, and attachment connections are fully engaged and secure.
  • Confirm the attachment or accessory is approved for the equipment and does not exceed the machine, tool, carrier, or power-source limitations.
  • Check rated-capacity information, load charts, lifting points, fork markings, hooks, slings, or attachment ratings where the equipment will lift, handle, or support loads.
  • Verify auxiliary hydraulic, pneumatic, electrical, or mechanical connections are properly connected, protected, routed, and free from interference or pinch hazards.
  • Stop use when an attachment, tool, coupler, locking device, lifting point, capacity marking, or accessory cannot be verified as secure and suitable for the task.
Section 10Defects, out-of-service control, repair, parking, and pre-use sign-off
  • Classify each pre-use defect as acceptable, monitor, repair before use, restricted operation, or out of service according to the manufacturer and site defect criteria.
  • Tag, isolate, lock out, or otherwise clearly identify equipment that must not be used until a safety-critical defect is corrected.
  • Assign each defect an owner, priority, repair action, due date, parts requirement, restriction, verification method, and closure evidence requirement.
  • After repair, retest the affected safety-critical function and complete any required maintenance, competent-person, qualified-person, or third-party inspection before release.
  • When equipment is parked, secure it using the parking brake, lowered or safely supported attachments, neutralized controls, engine shutdown where appropriate, and wheel chocks on inclines where required.
  • Record the final pre-use decision, defects found, restrictions, repair status, functional-test result, next inspection or maintenance date, operator, inspector, supervisor, date, time, and sign-off.

What should a pre-use equipment checklist include?+

It should cover asset identity, operator authorization, general condition, guards, tyres or tracks, supports, fluid levels and leaks, hydraulics, electrical condition, brakes, steering, controls, interlocks, horns and alarms, lighting, visibility systems, attachments, functional testing, work-zone conditions, defects, parking, repair, and release status.

Does OSHA require construction vehicles to be checked before use?+

For vehicles covered by OSHA 1926.601, all vehicles in use must be checked at the beginning of each shift for specified safety items including brakes, tyres, horn, steering, coupling devices, seat belts, operating controls, and safety devices. Apparent defects that could cause failure must be corrected before the vehicle is placed in service.

What should happen when a critical defect is found during a pre-use check?+

The equipment should be clearly restricted or removed from service when a defect affects a safety-critical function or creates unacceptable risk. The defect should be assigned for repair and the affected function retested before the machine is released.

Should a pre-use check include alarms and reverse warning systems?+

Yes. Where horns, reverse alarms, lights, cameras, proximity systems, or other warning devices are required or installed for safe operation, they should be checked before use. OSHA earthmoving rules require an operable horn and, where rear visibility is obstructed, a reverse alarm or an employee signaling that it is safe to reverse.

Should the work area be checked as part of a pre-use equipment inspection?+

Yes. Safe equipment operation also depends on access roads, grades, ground conditions, overhead clearances, energized lines, pedestrians, excavations, edges, traffic, weather, and other worksite conditions. The inspection should confirm the equipment can be used safely in the planned area.
